The Fulton County Citizen's University was created by Commissioner William "Bill" Edwards in a resolution approved by the Fulton County Board of Commissioners in 2004.

Following the success of the first class in June 2004, Citizens' University became a permanent annual opportunity for citizens to learn how to work with government and bring positive changes to their communities.
